Order purpose statement

This Order establishes procedures for Air Traffic Control (ATC) facilities to provide Air Traffic Management (ATM) security services in support of special operations conducted by federal, state, local, tribal, and territorial government organizations for reasons of national defense, homeland security, and law enforcement. These procedures enable specific and effective support for classified and sensitive unclassified flight operations undertaken by the Department of Defense (DOD), Department of Homeland Security (DHS), Law Enforcement Agencies (LEA), and other government agencies as part of surveillance and other security-related missions while mitigating safety and efficiency impacts on the National Airspace System (NAS).
