This order establishes SMS as the framework for developing and implementing hazardous materials safety policies and process in the Office of Hazardous Materials Safety (AXH). It defines the scope, requirements, and applications of the SMS in AXH, and assigns the responsibility for owning and executing the SMS to all employees at all levels, from the Associate Administrator of ASH to the individual Hazardous Materials Aviation Safety Inspectors (HMASIs) conducting surveillance.
