Change 1 reflects legislation and policy as of September 30, 2018, including the transition to 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The changes in the Handbook also reflect feedback from industry stakeholders over the last 4 years. Change 1 to the Handbook does not reflect changes due to FAA Reauthorization Act of 2018 (Public Law 115-254) or Program Guidance Letter 17-01, "Aircraft Rescue and Firefighting (ARFF) Equipment Above Minimum Part 139 Index Requirements". These changes will be included in subsequent updates to the AIP Handbook.
